It seems to me that maintaining PUK (or admin PIN) is not a good idea.
SafeNet guys told me once that they have a solution - an applet - that makes
a card easily erasable. Makes a lot of sense.

What smart card are you using. You should be able to purchase (maybe
download if you are lucky) that will allow you to personalize the smart
card. The enterprise CA does not erase certs from a smart card.
