Use MSCEInf:
http://www.freewareppc.com/utilities/msceinf.shtml
You can use a cabinet installer to install the .cab-files on the device
itself without ActiveSync.
With CabInstl (http://www.s-k-tools.com/util.html) you can select the
directory of your choice or create it.
With SKtools itself you can see which files are extracted and which keys are
written to the registry.
