While that is true, I don't see a way to edit out commercials using the
editing program I use, Premiere Elements. It doesn't recognize that file
format. Also When I schedule a program to be recorded, it starts
recording 3-4 minutes before the actual program starts and doesn't end
the recording for several minutes after the program has ended. This
DVR-MS file format is very inconvenient, but I guess necessary for
digital rights management (copyright issues). I can't think of any other
reason, can any of you?

DVR-MS is used for more than just copy protection. The DVR-MS encapsulation
allows for the addition of meta-data to the file such as show name, actors,
rating, placeholder markers (I paused it, rebooted the computer and can pick
right back up where I left off) and other useful information.

Use a video editing program that does support DVR-MS file format like
VideoReDo. The new version VideReDo TV Suite incorporates basic DVD authoring
too. http://www.videoredo.com
