Hello,
DOes anyone have a recommendation for some free code to send out
HTML-formatted emails? The code does not have to be cross-browser
compatible.

I don't know of any software that could help you, but any HTML that is
sent out *MUST* be cross-browser compatible. Not every user uses
Microsoft's Virus Express (aka. Outlook Express). Many use Mozilla,
Thunderbird, Opera, Lotus Notes, Apple Mail, etc... or web based such as
Hotmail, Yahoo and GMail. So, DON'T ever make the mistake of thinking
it doesn't have to be compatible.
This ALA article may help a little. It discusses the creation of CSS
styled, HTML emails, though it doesn't mention any software used to send it.

Be aware that many people refuse to accept HTML in emails.

Yes. Don't, unless the recipients have requested it. You're going to
see more and more users rejecting HTML e-mail, due to security issues.
There's also the issue of people who prefer to run text-only e-mail
software. The best thing to do is to send personalized text with links
to your boilerplate.
