I am not sure if this will work but try adding the user to the print
operators group in Active Directory Users and Computers in the built in
container. If that does not work try adding them to the server operators
group. The server operators group however while not a domain administrator
can do a lot of things to a domain controller so including backup up and
restoring data, formatting drives, and creating shares. I would be very
careful in adding a user to that group unless they are competent and
trusted. Otherwise you may just want to have a domain administrator do that
