Try it in the Arctic, or near there. The ground is always below
freezing point, except sometimes right at the surface. If you pour
water on the surface, it soaks down just as far as this freezing level,
then it freezes, forming an impenetrable layer, so the rest of the
water forms a puddle that doesn't soak in. That's why northern Canada,
in summertime, consists largely of swamp called "muskeg".
