Just to update, all problems previously reported have been solved. The
problem with IE hanging was solved by zapping some adware and cookies
as per SpySweeper. The keyboard problems were solved by the classic
Dell fix of removing the battery, disconnecting the power supply,
pressing the start button for 5 seconds, then replacing everything and
rebooting. Going into DOS at startup and the flashing screen were
solved by a permanent fix to a bad connection at the power supply
input plug caused by a partially broken wire that was apparently
setting up a slight arcing.
