Sounds to me like they are working for him and he is only going to pay one
of them
the $20 for the logo.

Although a long time ago in my newbie days I designed two banners for a
contest. The prize was $5.
I won... twice. So I got $10 and they kept both my banners and used them for
their affiliate section. =)
