What I want to do is take a jpg scan of a map of Somalia such as this
one found at lib.texas http://www.lib.utexas.edu/maps/africa/somalia.jpg
and vectorize it and then remove the guts so all I have left is a
wireframe model of Somalia to georeference to a world map in ArcGIS.
How do I do it. I am willing to purchase software if need be but on
the cheap would be great as well. Does anyone know the process?

Aaron,
1) You will not have to georeference your JPG image if ...
2) You could download some georeferenced vector files from this site :
http://www.maproom.psu.edu/cgi-bin/dcw/dcwarea.cgi?Africa (ie populated
places, roads, land cover etc.)
3) And then work with QGIS or even the free version of Map Maker.
note : QGIS reads e00 files, Map Maker converts e00 files to its native DRA
format.
