Aaron,
1) You will not have to georeference your JPG image if ...
2) You could download some georeferenced vector files from this site :
http://www.maproom.psu.edu/cgi-bin/dcw/dcwarea.cgi?Africa (ie populated
places, roads, land cover etc.)
3) And then work with QGIS or even the free version of Map Maker.
note : QGIS reads e00 files, Map Maker converts e00 files to its native DRA
format.
