Well I solved my problem, I did a factory restore. I no longer have any
corrupted files. Everything loads like it's suppose to.

Could you provide more details on how you fixed this problem? Was it a
factory install from the Windows CD? What version of WDS/MSN toolbar
were you using?

It sounds like it was a restore to factory configurations of the PC, in other
words, the "hit it with a hammer" approach to start fresh.
As I recall, the poster was using the MSN Toolbar, but the version was never
mentioned. The problem was that it stopped appearing and could not be
reinstalled or restarted.

I have Windows XP home edition, which I downloaded the latest version of MSN
Toolbar, don't know what happened to screw it up, but it did. I couldn't
click on anything(not even My Documents folder), with out that crazy error
messege popping up and couldn't uninstall it either because of another error
messege. So I was looking around on my desk top and looked inside my support
option from dell and they showed me how to do a manual, (without CD) PC
Restore. So now my computer is fresh and clean, and nothing is wrong.
