svchost.exe is not a program associated with IE specifically, it is a host
program that runs various services. Typically, you will have several copies
of it running simultaneously and each of those instances may be running
multiple programs, for instance, I currently have six copies running. There
are some tools to find out what specific services are running under
svchost.exe in XP, in Vista you can right-click on the instance and choose
"go to service" to see the services running.

On my XP machine at home, I notice a very slow startup time occasionally,
would see 100% CPU usage, and most of it from a svchost.exe module. I
eventually tracked it down to my anti-spyware running a full scan on
startup. I disabled the automatic scan and I never get that slowdown.
