On the server side, there is a hard to find group of settings, one of
which controls the required encryption level. Set it as low as
possible (temporarily, very temporarily) to rule out other problems.
i think it is found under Administrative Tools --> Terminal Services
Config, right click on the RDP connection and look at the properties.
