Why does the guide need to be downloaded? My Freeview Box gets this data
over the air.
I'm sure there's a good reason (perhaps to make it work in any country).
Any ideas?

Because in the US, we're still analog for the most part and that data isn't
transmitted over the air, nor in any other country that's primarily NTSC.
