A friend asked me

I haven't kept up with these things, either coding
with vi or my own special-purpose programs so I
don't know what's available. The user will have at
least moderate computer expertise, i.e. can use
text editor, browser, FTP, find things in file
system, etc. Any suggestions?

One question for datapunk79 and you:
How do you install HTML Tidy to work with the latest Notepad++ version
4.8.2?
Does Notepad++ create valid markup code out of the box? with its
default settings?

As you have mentioned vi I can suggest Bluefish which I have used for
a long time now, great program but Linux only.
