Does any vendor make a product that will once a day change passwords for
designated local accounts on each Windows computer, and then store those
passwords encrypted in a central database so an administrator can retrieve
them if needed in an emergency? I want a way to prevent users from
using local accounts at all, and I also want to address the large security
hole created by these accounts never changing their passwords.

I usually use Passgen from
http://www.protectyourwindowsnetwork.com/tools.htm.

Personally I believe that there is no need to change password once a day --
specially if you use long passwords (more then 14 characters).

Thanks for the reference to that book. It looks like a gem! Ordered it
immediately.

The tool however looks far too primitive. I want to find a commercial
quality tool that aggregates the passwords to an encrypted database and most
importantly gives the admin a way to retrieve those.

It depends on the length of course.
