Printer installation & Group Policy / User Rights

I have a Windows Server 2003 AD domain & I want to give users the
ability to add local printers & printers in the Directory. However,
when they try to add a printer from the directory they receive a
message that they don't have rights to install the drivers. I will not
make these people Power Users, so I was wondering if there's some other
way, perhaps through Group Policy, that I could give users the right to
install printer drivers without the right to install other software.
Is this possible? Thanks in advance for any help - it's greatly
appreciated!

There is security option called devices: prevent users from installing
printer drivers. Try setting that to disabled if it is not already to see if
that helps. You could check that setting in the Local Security Policy/local
policies/security options on one computer to see if that helps or not. ---
