Prevent printing JPG files

My company stores technical drawings on a standard client computer on our
company domain by scanning the paper documents and saving as .jpg files.
These files need to be made available for users to view across the network,
but I need to stop all but 3 people from printing them.
Is there any way to allow everyone to view the drawings, but only specific
users printing them?
I understand this can be done with .pdf documents but we have hundreds (if
not thousands) of drawings and space is at a premium.

No - unless removing printers from the offices of all but 3 people is a
viable option.

Microsoft has a Technology called Rights Management that can help control
such but I am not sure if it can help your specific problem and it requires
an infrastructure in place that requires at least a Certificate Authority
for PKI and compatible applications. There is a newsgroup dedicated to it if
you also want to post in Microsoft.public.rights_mgmt_svcs. You might also
want to post in the Terminal Services Newsgroups as it may work if you use
TS and can enforce that users can not use their local computer printer in
the TS session but that probably will not stop them from using printscreen
to print an image on a screen. Offhand I don't know if DRM can prevent that

Theres no way to prevent screen scraping. I mean if people are that
desperate they'll just do this:
