Any suggestions for the best plugin using Outlook 2003??

You could consider DigitalID fron VeriSign. Or, google for "email
encryption", there's plenty ;)

Does it have to be PGP?

How about using the built-in S/MIME functionality? Off course you need
e-mail certificates for that.

What cryptographic mail standard do your communication partners use?
PGP oder S/MIME?
