You only need to use the SMS notification if you want the Exchange server to
tell the device that there is new mail waiting. The alternative is to
synchronise on a schedule from the device. This schedule can be as low as
every 5 minutes if you have a need to read e-mail as soon as it arrives.
Try a soft-rest on the device. It sounds as though something in memory
doesn't realise it needs to be updated.
