I noticed the following module recently uploaded:

http://search.cpan.org/~balajiram/Opt-0.1.1/Opt.pm

But I'm wondering why it hasn't been placed under the Getopt namespace?
Making this a toplevel namespace seems a bit odd to me.

I agree, you should contact the author.

There is currently no formal policing of namspaces in CPAN.
