I have my ati radeon 9600 card conected to a samsung syncmaster 172v monitor
via vga. i am trying to conect my phillips 37in LCD via dvi, but when i do
the samsung goes into standby.
How to i config so both monitor and flat tv can be on at the same time?

You have to be sure that your card supports dual outputs - just having two
plugs isn't always enough.

In the Display control panel make sure that you put the check in "extend my
desktop onto this monitor" on the Settings page. If you only see one monitor
there, you can't plug two in at once.
