You shouldn't need to unlock the emulators. Does this method work for you?
http://blogs.msdn.com/windowsmobile/archive/2006/01/28/making_a_root_cert_cab_file.aspx You can sign the CAB w/ the SDK certs before installing it. Those certs come
preinstalled on the emulator.
