I have a group of Moto Q corporate users ActiveSyncing over the air to
an Exchange 2003 SP2 server. Sometime yesterday (Memorial Day), all
of the smartphone users lost visibility to previously read messages.
The messages in question are still in their Inboxes when viewing them
with Outlook 2003. In some cases, unread messages seemed to stay
visible on the phones. Newly delivered messages seem to be acting
normally, and remain visible after being read.

To give an example, I was able to see several day's worth of read
messages earlier in the day yesterday. When I checked again yesterday
evening, I had no messages at all. New messages arriving from that
point forward are the only ones visible on my phone now. I had tried
deleting the ActiveSync Exchange server config from my phone this
morning and recreating it. This of course forced a sync, which only
downloaded those same messages I had received since the problem
occurred.

So my questions now are, what happened in the first place to cause
this, and, what are my users not getting the 14 day history of mail
currently in their Inboxes?

Has anyone else experienced this?

I don't know what caused this, but I think you should check Activesync
settings on your device. You can set the email settings to retain
email for 1 day to All. In your case you'll want to select 2 weeks. I
think that for some reason this setting has changed. I hope this will
help until you receive more ideas from other members.

This is just another example of why it helps to have someone else's
perspective. After reading your post, I went hunting for how to change
the message retention settings, as I had believed it was hard coded to
14 days up to that point. After finding the "Include the previous x
days" setting in ActiveSync > Options > Email > Settings, I was
surprised to see the Q's defaulting to 3 days. Long story short, it
just so happens that the several Q users had been fortunate enough to
not receive email over the 3 day weekend (imagine that!!!). The
previously read emails fell off the back and inboxes appeared empty.

Thanks for the sanity check!
