Message ERROR: Initialization of SSP 'Microsoft Outlook' failed. E IVPCB 09-20-2005

ActiveSync is not synchronizing calander contacts and tasks.
When this happens a message pops up about outlook not being installed
anymore and the lines in wcesmgr.log wil read:

2005-09-20 14:15:16 00000F28 - WARNING: Object type 'Mobile Application
Link' is not installed on the desktop
2005-09-20 14:15:22 00000E70 - ERROR: Initialization of SSP 'Microsoft
Outlook' failed. Error: 0x80140010.
2005-09-20 14:15:22 00000E70 - ERROR: Unable to start SSP 'Microsoft
Outlook'. Error code: 0x80140010

We have tried this with different types of PDA connected wit the same result.
Machine is already reinstalled along with ofiice suite and activesync itself.
It appears to be a general problem over her because it also happened to
different users.

Our enviroment:

Windows XP professional (sp2)
Office 2003 (sr1)
ActiveSync 3.8
Exchange 5.5

Have you tried using Detect & Repair of Outlook followed by reinstalling
ActiveSync?

No solution for our problem.

Do you have any add ons for Outlook installed? Are you logged in as the
local administrator?

No COM+ and only the standard Exchange Add-ons.
We have tried wit and without local administrator rights.
Both fail reporting the mentioned errors.
