I always thought that it was advised to have a maximum image width of
780 or so pixels so that your website fits into an 800x600 resolution.

Whilst testing my own redesign of my website, I was in 800x600
resolution and went to the BBC website and was surprised to see that I
had to scroll horizontally.

Is this no longer advised by w3c (or whoever), or are the BBC just
electing to ignore it?

Take a look around.
Most websites I've seen in the last year fit in 1024x768.
In fact, many are now moving toward 1280x1024

That is probably a good maximum size for an image, unless your site is a
photo gallery and you are giving away hi-res photos. (Note: image size,
not page width.)

Screen resolution is unimportant. Mine is 22" (1680px) wide. Do I have a
maximized browser window? No. Not hardly ever. I usually have at least
two windows of various types open side-by-side.

The W3C doesn't care a whit how wide your web pages are. A lot of us
developers/webmasters do though, and in this century, fixed width is
out. Think flexible.

Since there is no real rule, only guidelines, they can do whatever they
want.
