I also had used the MS Uninstall tool on my computer, but the problem still
existed, so the recent advice does not work.
However, I was able to eventually locate a fix in this discussion group ~Oct
30, 2005, where a MS rep said that he suspected the temp folder needed to be
erased of files as much as possible, and gave instructions that are
essentially:
Open in WinXP the "Start" menu and then "Run" the file %temp%, which takes
you to your "Documents and Settings" folder of additional temporary files,
that need to be erased - except for the protected files that you cannot
erase.
Then you can try to open IE and the Add-ins should appear, or you may need
to re-install them and then they appeared for me.
