You can find the Microsoft Phising Extension on the toolbar addins page.

I am using it, still in beta and does show some strange results for certain
pages. Also a few sites seem to hang while the filter is working.

Guys,
Please investigate and ascertain that Microsoft Anti-Phishing software is
not using Root-Kit technology. I have installed it twice, but cannot delete
it's folder under Local
Settings. To get rid of it, I had to format my hard disk (TWICE!!!), and
re-install Windows.
Do you have any idea how to uninstall it completely?
