In a USB2 system, it should tell you that you have twice as many ports than
physical connectors (though not all the physical ports may be brought out to
connectors).
In your case, it sounds as though the high speed USB system if faulty in
some way. Either the high speed root port or root hub or maybe even
something wrong with the driver.
