I have not had that much experience with offline files but I did a bit of
digging on Google and found they are not stored in the user profile but in a
hidden fodder named csc in the system folder and that the files are not
stored in normal format. Below is a link to a past newsgroup posting about
recovering offline files that may help you recover your files. --- Steve

Dear Blaine,
Thank you for your posting.
According to your post, you wonder how to recover offline files.
If I have misunderstood your concern please don't hesitate to let me know.
1. The Offline Files (CSC or Client Side Caching) cache and database folder
stores all the contents of Offline files. You may firstly access Folder
Options => View, check the "Show hidden files and folders" option.
After that, access C:\WinNT\CSC folder, you will find sub folders labeld
d1,d2,d3,.. etc. Locate the files by their corresponding files data size,
time stamp and types. You may copy them to a temporary location, and then
rename the file to its correct name and extension, so that they can be
opened as normal.
2. Restoring the Offline Files cache to its prior contents, and especially
replacing it with that from another system can result in Offline File usage
anomalies and should this be encountered, the cache should be completely
reset and rebuilt manually using the following article:
230738 How to Restart the Offline Files Cache/Database

Hope it help!
Sincerely,
