Hi all!

This is what I need:

1. Could easily be integrated in other applications, such as in the
form of activex control

2. Cheap / Free

3. Basic gis functions such as distances measurement.

4. Could change the symbols on map at runtime easily.

There seems to be to many products in this areas, and I really don't
know what should I spent time to study.

Thanks a lot!

Check out Manifold System which is inexpensive (and downright cheap by
commerical GIS standards).

Cheers,
John
