In our Windows 2003 installs, I am seeing four long foreign SIDs in the User
Right "Logon as a Batch Job". How does Microsoft use those?

Microsoft does not use those, nor did its OS installer place them there.
If you are in fact seeing foreign SIDs in that user right this is due to
some
post-install (of OS) action on your part.
