Is there a way to take a jpg file and make it your homescreen
background?

Assuming that you are using Windows Mobile 5.0 (and that all devices follow
roughly the same procedure), simply locate the picture that you want from the
File Explorer application and open it. When you are in picture viewing mode,
press your menu button and then "Use as Home Screen."

This may not be the exact method (depending on the device), but hopefully
the prinicple is the same.

awesome. that worked. would I do the same thing for mp3's if i wanted
to use one for a ringtone?

I don't believe that method works for ringtones, although I'm very new to the
Windows Mobile scene, and have only used two devices.

However, you can try Start > Settings > Sounds - and from here you should be
able to set ringtones by using MP3s that are saved to your device.
