Does msn desktop search index and then retrieve archived outlook 2003 .pst
files that are still in the outlook 2000 format?

We index via MAPI, so we will index any PSTs that are mounted in the
active/default Outlook profile- if Outlook is running. We do not crack .PST
files directly via the filesystem for a number of reasons (including
security).

When you open Outlook, do you see the PST in the folder list?

If you click File -> Data File Management in Outlook, it should show you a
list of mounted PST files.
