Why no more than one H1 per page?
There must only be one TITLE element per page, but the H1 element could
sensibly be used for internal sections of the page (one level under TITLE).

The habit of mirroring the TITLE in the H1 attribute is is very widespread
because the most popular browsers don't permit much styling on the TITLE
element (though Opera does), but I think it would make as much or even
more sense to use H1 as headings of major internal sections of the
document.
(Otherwise, I think ISO-HTML would've forbidden the use of more than one
H1 element in a document).

HTML*.
