You can use Skype (and I presume other other VoIP services as well) on a
WiFi (802.11b) - enabled phone that meets these specs:
Windows Mobile 2003 for Pocket PC
400 MHz processor
WiFi-enabled
From what I know Nokia 9500 fits the bill.
