What do I do to get across this exception?

Unable to load DLL 'Ws2.dll': The specified module could not be found.
(Exception from HRESULT: 0x8007007E)

I am just doing:

BluetoothRadio br = new BluetoothRadio();

Im running the code on my laptop (XP)
