Don't know about disabling the "Delete" option, but what about using XP
Security settings to set permission? If you have an Admin account with a
password that only you use, you could give the "Video" folder (or whatever
you call it) "Read Only" permission for the "Guest" or "MCE User" or
whatever. When others are logged in using MCE, they can't bypass the
security settings.
