If you mean capturing film to digital format you might be best off by having
the intital conversion done by a professional service. Trying to do
on-screen captures with ordinary digital.video cameras doesn't really make
for good quality results. If you can get any usable results at all. Synching
the frame rates, resolution, colour quality are all problematic. The
professional services have the specialized hardware needed to get decent
quality digital captures from your films.
You can do the custom editing of the digitized videos yourself. Sorry, I
can't really recommend any software. I have used apps like VirtualDub,
TMPGenc, VCDEasy and some others to do at least some of the editing
functions you mentioned. Those were all freeware. Commercial video editing
software, like Adobe Premier and others may be more suitable for your
purposes.
