The following works for my smartphone (an Audiovox 5600):
For an exe, make sure ActiveSync is running and double-click on the exe file
from your PC. It will automatically install to the phone.
For CAB, copy the file to Storage\My Documents. Then use the file manager on
the phone to select the file, and hit the Action button.
