How are 'alt tags' made?

I checked in my computerized Dreamweaver guide.

It says, "An image placeholder is a graphic you use until final artwork
is ready to be added to a web page." That's not what I need, because all
of the final artwork is already on my site.

I tried inserting a placeholder next to an existing image on my site,
but the placeholder pushed my existing graphic to the left.

It's an attribute, not a tag.

Don't do that.
Don't use an alt and a title. There's no reason for it - especially
when you're providing different content for one than the other.

Why not? The alt displays when images are turned off, the title
displays upon a mouseover. They are different things.

Or are you thinking that because of Internet Exploder, which does use
the alt attribute as a title, if there is none?

My example choices above were just that... examples to show Robert how
to construct his image element. Maybe you would prefer:
alt="North Rim" title="North Rim of the Grand Canyon, nicer than the
South Rim" ...

An alt tag is not a placeholder. It is what is displayed if the image
cannot be displayed - i.e. a not-graphic browser, the image is not
found, etc. Some browsers also show the alt tag when the mouse is
placed over the image.

Use the alt attribute on the image.
