In order to propogate information.. I just want to post my solution to
the problem that I found on a Hewlett Packard Forum:

Problem:
Coming out of hibernation, ActiveSync no longer works and reports the
COM Port is no longer available.

Possible Solution:
To prevent this issue you should disable the power management for the
USB Root Hub. To do so:
Click Start, Control Panel and then System.
Click System and click the Hardware tab in the System Properties window
that appears.
Click the Device Manager button, then double-click Universal Serial Bus
controllers.
In the list select each USB Root Hub and click the Properties button.
Select the Power Management tab.
Remove the checkmark in front of the box marked Allow the computer to
turn off this device to save power.
Click OK, then close the Device Manager by clicking the red cross on
the top right of the window.
Click OK and you will be back in the Control Panel.
Note: If the system goes into hibernation or standby mode the
ActiveSync connection will be severed. This is regular behaviour.
