Text font is too small.
Text colors -- black on blue! -- make the text hard to read.
Many, many spelling and grammatical errors: too many to list. I
suspect that English is not your native language. If the other pages
are like this one, you have big problems: you need a technical writer,
or someone else who knows how to write English well, to make sure all
the errors are weeded out, and to keep the errors out as the site evolves.

And that black is only black for those UAs which are set to black as the
default. For those with gray, or say, maroon, the contrast is even worse.

To my earlier reply I will add: the page has no DOCTYPE, it has HTML

errors, you use <br> extensively to control vertical margins (where you
should be using CSS), your paragraph spacing is strange and
inconsistent, you have used graphics for menu items (which creates
usability problems), you make too much use of tables for layout, you
make your content fixed width instead of fluid, and the vertical gap
between menu items expands in a very strange manner when the font size
is increased, making the site harder to use.
Also, your use of colours - white, black, and dark cyan only, even in
the US and Canadian flags -- makes the site look very unpleasant.
You really need a professional designer to redo your design.
