At initial and desktop have vertical lies running half way down screen. Is
this a video card or could it be the LCD screen is on melt down?

It's the LCD screen. I don't know about "meltdown", but it's almost
certainly the LCD panel itself.

Laptop screen? Or Desktop LCD monitor? Generally the screen needs
replaced but A make and model number help also.
