Handwriting Recognition: How good is DECUMA vs. WINDOWS 2003?

I'm deciding if I should use a SONY CLIE with DECUMA handwriting
software or IPAQ with Windows 2003 handwriting.

Which is better... or is there another one that us better - that
recognizes handwriting, not just BLOCK letters, BUT DOES CURSIVE.

AND...
Is there a way to ADD CURSIVE handwriting to my PALM TUNGSTEN C and use
it to write in WORD/DOCS to GO?
