visit the NCGIA (www.ncgia.ucsb.edu) web site and explore their project
work: this will lead you to several sets of papers describing GIS
methodologies in planning. Another starting point should probably be
volume two of the 'Big Book' (Principles of Geographic Information
Systems, edited by Longley, Maguire, Goodchild and Rhind - published by
Wiley), which has several relevant chapters.

Review the Environment and Planning series of journals - especially E&P
'b', which has this as a primary focus. See also the International
Journal of Geographic Information Science (IJGISc), Transactions in GIS
and Computers, Environment and Urban Systems (CEUS) - three more
journals which carry relevant work.

Lastly, try a google search on 'GIS planning' - you may wish to refine
that to cover specific aspects of planning - eg urban, rural, transport,
etc. You will get thousands of 'hits' and it will be worthwhile
reviewing the pages / papers / books identified in the first five or so
pages of google results.

Several of the GIS Vendors have publications focused on using their
products for planning applications ... it would likely be better to have
reviewed some of the independent literature before diving into these,
however, as this will give you a broader understanding of what it is about.

GIS has tons of applications in planning. Urban planing,
transportation planning, disaster mitigation etc. I have written about
few of these applications in detail. Have a look at these blog posts:
