For a project in the Netherlands, I am looking for a GIS expert that can
help me with an answer to the following questions:

1. What is the minimal set of specifications that must be met and in
what way will interoperability be guaranteed with other GIS
applications. What is the status of OGC spedifications and which ones
are important for the application that is being developed.

2. Which – preferrably Open Source – databases are most suited for the
applications, and what are their pro’s and con’s specifically
regarding GIS.

3. What is todays the state of technology regarding GIS clients
(viewers). Which ones are most popular, and would it be possible /
desirable to accommodate a separate datafeed that can be read by
these viewers, if so, how.

4. Is it possible with today's browser technology including CSS and
Javascript to create a W3C compliant website that has the same ease
of use as standalone GIS clients. What are good examples of these?
What is the status of SVG and if SVG is not yet ready, would SVG in
the longer term be the technology of choice for webbased GIS
applications?

5. As far as a complete W3C compliant webbased GIS viewer is not
possible or desirable (in terms of usability), which other options
are available? Are there ready-to-roll flash-based or java-based
client applications. The problem these “closed applications within a
browser” is that interactions within these applications don’t have a
url. Is this something that can be solved or has been solved?

6. Which software modules are available server-side, for the various
application platforms such as Perl, Java, PHP and Python. Which
complete but customizable server-side (possibly combined with client-
side) GIS applications are available for these platforms, and/or wich
software modules are available that can be integrated in a tailor
made application?

7. What is common practice among GIS user-interfaces, regarding a
minimum set of features, and mouse/keyboard commands that should be
supported?

I need these answers on a rather short term, preferrably before the end
of this week. If you are a GIS Guru and have time and the ability to
write a well-argumented short paper on these issues, plus issues I have
