I need population figures by county, state, and city. Is there anywhere
I can download free shapefiles with census 2000 data? Converting
TIGER/LINE to shapefiles seems a little funky.

Population figures are not in the Tiger/Line data.
Tiger/Line data has census areas, roads, water, etc.
If you just need population figures, see
http://factfinder.census.gov/home/saff/main.html
If you are wanting to make a maps using population figures,
then you may need the census areas from the Tiger/line
files.
If you can't find the Tiger/Line data in shapefile format, I
have the 2005 data and could convert for a small fee (less
than most vendors).

Please log in for more thread options Found what I was looking for in the sample data that comes installed
with ArcMap 9. They provide shapefiles with population data at the
state, county, and city level. That's exactly what I need.

Not free, but TigerGIS (http://www.tigergis.com) provides a complete
dataset in shapefile format for $650.
