Frameset: no scrollbars. How?

I want to have absolutely no scrollbars in my frames. I have

<frameset cols="298,298">
<frame src="test.htm" noresize>
<frame src="bar4.htm" noresize>
</frameset>

I still see vertical scrollbar. test.htm and bar4.htm have stuff that don't fit
to the frame but I still want to have no scrollbars. Can it be done?

Frames are harmful to the web. Please do not use them.

I do not see any indication that you have ever heard of or read a spec,
but what do you think section 16.2.2 of the 4.01 spec says? How do you
interpret it so that you cannot answer your own question?

Thank you for your reply.
As you suggested I googled the spec section and there it was. I do casually edit
HTML pages but I am a novice in this regard. I got the help I needed.

But man, chill out! Grab a beer or something.
