The main problems with frames are inappropriate use and poor design.

When I view my Medicare claims at <http://www.medicare.gov/default.asp>,
I both problems. First of all, I don't see a good reason why frames are
being used. Second, the frame containing the actual claim information
has such a narrow height that it's an excellent example of "letterbox".
On top of all that, the whole page is setup such that, if I try to view
just one frame in a separate window or tab, I still get all the frames
with the letterbox effect.

On the other hand, I think <http://cad.chp.ca.gov/> demonstrates an
excellent use of frames.
