You don't say what the operating system is as it could be Windows 2003 or XP
Pro but anyhow see the links below for a couple possible fixes. Also check
the dependencies tab via services.msc to make sure that the services it
depends on are also started. Check the logs via Event Viewer to see if any
pertinent events are recorded that may provide a clue, try booting into Safe
Mode to see if that makes any difference, and try using the command sc start
sharedaccess to see if anything helpful is reported. If you have not done
so yet you should scan your computer for malware and spyware as they are
often the cause of problems with the firewall service. Whatever you use to
scan be sure to use the latest definition updates from the vendors website
and there are also free online scans. AdAware SE is a great free for
personal use spyware detection and removal program if you do not have one
